There might be some hint of positive motivation where the US govt wants Haiti to keep the industry. However as a consumer you should boycott all manufacturers who pay Haitian workers this sort of wage. NEVER buy Levis or Hanes products. You have a duty as a consumer to provide pressure on abusive corporations. It is unfortunate that this sort of action is so difficult to educate people about. The better action would come from your elected representatives in government, but unfortunately they all too often represent corporate interests and not their people.
I would advocate for a tariff on imports from countries that have these minimum wages. The proceeds from these tariffs should go to non-government aid organizations active in those countries.
